Arthur Maxson, born in 2267, is the last known direct descendant of Roger Maxson, the revered founder of the Brotherhood of Steel. As an infant, he was sent from the West Coast to the Capital Wasteland to be raised under the tutelage of Elder Owyn Lyons at the Citadel. This decision was made to protect the Maxson lineage from internal conflicts within the Western Brotherhood. He appeared as a young squire in Fallout 3 (2277), known for his attentive studies and combat training under Sentinel Sarah Lyons, despite his initial timidity.

Following the deaths of Elder Owyn and Sarah Lyons, Arthur Maxson rapidly ascended through the ranks. In his early teens, he demonstrated exceptional combat prowess, reportedly killing two raiders at age 12, a deathclaw at 13 (receiving a disfiguring scar), and the super mutant leader Shepherd at 15. His most significant achievement came in 2283, at the age of 16, when he successfully brokered a peace with the Brotherhood Outcasts, reintegrating them into the East Coast Brotherhood. This act of diplomacy and his military successes led to his appointment as Elder, making him the youngest in Brotherhood history and the supreme commander of the East Coast chapter.

By 2287, the year of Fallout 4, Elder Maxson commanded the formidable East Coast Brotherhood of Steel, leading an expedition to the Commonwealth aboard the airship Prydwen to confront the Institute and their synth army. His leadership style is a blend of Elder Lyons' humanitarian efforts and the traditional, more isolationist tenets of the original Brotherhood, focusing on securing advanced technology to prevent its misuse while also protecting wastelanders. Maxson's authority and influence spread across the East Coast, with his chapter becoming a major regional military power.
