The Raider Scourge: Gangs, Tribes, and Predation After the Great War
Factions & Armies · Source: NCR Office of Military Intelligence - Mojave Threat Assessment: Raider Gangs (2281)
Overview
Raiders are not a unified faction but a recurring post-War societal class: armed scavengers, slavers, chem dealers, and extortionists who prey on settled communities. They operate under gang names such as Khans, Vipers, Jackals, Fiends, Forged, Operators, Pack, Disciples, and Crater Raiders. Terminal identifier: RDR-77-GREAT-WAR.
History & Background
Before October 23, 2077, organized raider bands did not exist; the term emerges after the Great War as survivors, vault exiles, convicts, and isolated militias turned to predation. In Fallout 1 (2161), the Khans under Garl Death-Hand, the Vipers, and the Jackals terrorize New California; the Khans kidnap Tandi, drawing the Vault Dweller into their destruction. By Fallout 2 (2241), Darion leads the New Khans from Vault 15, while Vipers and Jackals persist as minor threats. NCR expansion and Ranger patrols suppress but never eliminate them. In the Mojave (2281), the Great Khans under Papa Khan occupy Red Rock Canyon, the Fiends under Motor-Runner control Vault 3 and Outer Vegas, and Powder Gangers under Eddie seize NCR Correctional Facility. In the Capital Wasteland (2277), raiders infest Springvale School, Evergreen Mills, and the DC ruins, led by figures such as Gristle. In the Commonwealth (2287), raider gangs like Jared's Corvega crew, Red Tourette's Federal Ration Stockpile band, Tower Tom's Beantown Brewery crew, and the Forged at Saugus Ironworks compete for territory; Nuka-World adds the Pack, Operators, and Disciples. In Appalachia (2102-2103), Crater Raiders under Meg Groff and hostile Blood Eagles illustrate early organized raider society.
Details & Specifications
Raiders lack standardized logistics, industry, or command; they rely on scavenged firearms, melee weapons, traps, turrets, chems, and intimidation. Common gear includes 10mm pistols, pipe guns, hunting rifles, combat armor, metal armor, leather armor, and in later eras raider power armor. Chem use is endemic: Jet, Psycho, Buffout, Med-X, and alcohol fuel aggression and dependency. Named gangs specialize: Great Khans produce and traffic chems; Fiends use energy weapons and brutal melee; Forged wield flamers and forge-fire; Operators prioritize caps and mercenary contracts; Pack uses animals and pack hierarchy; Disciples embrace ritualized violence. Raiders often keep slaves, hostages, and tribute systems, but organization rarely survives decapitation of a boss. In Fallout 4, raider bosses can be legendary and use missile launchers, assault rifles, and power armor. In Fallout 76, Blood Eagles are marked by red face paint and brutal initiation, while Crater Raiders operate a barter economy under Meg.
Wasteland Significance
Raiders are the default pressure on wasteland settlement: they threaten caravans, water sources, farms, and ruins, forcing communities into walls, militias, or protection contracts. The NCR fights them in the Mojave, the Brotherhood of Steel treats them as pestilence, the Minutemen in Fallout 4 define themselves against them, and the Responders in Fallout 76 clash with them before the Scorched Plague. Their presence shapes major quests: destroying the Khans at Vault 15 in Fallout 1, dealing with Darion's New Khans in Fallout 2, choosing sides with Papa Khan and the Fiends in New Vegas, clearing raider strongholds for Preston Garvey in Fallout 4, and deciding the fate of Crater and Foundation in Fallout 76: Wastelanders. In Nuka-World, the Sole Survivor can become Overboss and export raider predation to the Commonwealth, a rare player-driven escalation.
