The Enclave originated as a secretive pre-War "deep state" organization, composed of high-ranking government officials, military leaders, scientists, and corporate figures who secretly influenced American policy. Anticipating nuclear war, they established hidden facilities like the Poseidon Oil Rig and Raven Rock to ensure their survival and maintain continuity of government. Following the Great War in 2077, the Enclave emerged, proclaiming themselves the legitimate continuation of the United States government, believing they were the last bastion of "pure" humanity.
Their core ideology centered on genetic purity, viewing all wasteland inhabitants—including ghouls, super mutants, and even most unmutated humans exposed to radiation—as "near-human mutants" or "genetic abominations" to be eradicated. The Enclave sought to cleanse the world to rebuild America in their own image, free of perceived impurities. They were deeply involved in pre-War biological weapon development, including the creation of Deathclaws and influencing research into the Forced Evolutionary Virus (FEV), and secretly monitored many Vault-Tec experiments.
The Enclave's influence spans several major conflicts across the wasteland. On the West Coast, their attempt at global genocide using a modified FEV strain from their Poseidon Oil Rig was thwarted in 2242. Following this defeat, remnants relocated eastward, establishing a significant presence in the Capital Wasteland by 2277, led by the AI President John Henry Eden and Colonel Augustus Autumn. Here, they clashed with the Brotherhood of Steel over Project Purity, with internal divisions arising between Eden's genocidal plans and Autumn's desire for direct control over the populace. Earlier, in Appalachia (2077-2086), a fragmented Enclave branch under Secretary Thomas Eckhart pursued a localized war against China before being wiped out by their own AI, MODUS.
